Peter became a Chartered Town Planner in 1987. He has built up the planning practices PETER D KYTE ASSOCIATES and ENABLING PROJECTS over a 28+ year period, achieving a broad experience in development schemes. His practices undertake planning feasibilities, submission and negotiation of planning applications and planning appeals including expert witnessing at public inquiries.
A fundamental part of the success of the practice has been the giving of positive advice on design and layout of schemes. Peter’s integrated design-planning-value approach has seen many successes on difficult, marginal and complex projects. Since 2001, his extensive experience in individual project management has broadened to include the strategic management of a large pipeline of projects. Blue Chip clients include developers, UK known retail and leisure operators and Local Planning Authorities, including UCI Cinemas, Hoyts Cinemas, Lloyds Bank, City Centre Restaurants, Ujima Housing Association, the London Borough of Richmond-Upon-Thames, London Borough of Brent, MEPC and Moorfield Estates.

From 1993 through to 1998 Peter changed the practice’s working strategy by focusing on two sectors leisure/restaurants and social housing.
This led to a series of SUCCESFUL PROJECTS, including a 66,000 sq.ft. cinema and restaurant complex in Wood Green, North London, an 8 screen multiplex cinema in Nuneaton, a series of restaurant schemes for City Centre Restaurants, plus a programme of social housing schemes for Ujima Housing Association. For the latter client, two schemes of a very high density secured a significant number of dwellings in Lambeth (south London). Peter went on to negotiate a run of schemes for them, assisting their role as ‘key partner’ housing association status in that Borough.
From 1999 to the current time, Peter’s focus has been on becoming more involved with developers. Feasibility studies on projects have included legal and market research on schemes, which has gone hand-in-hand with the usual planning work. This broadening of his core expertise has made Peter suited to working closely with development companies. In 2003/04 Peter undertook planning appeals work as a PLANNING CONSULTANT for the London Boroughs of Richmond Upon-Thames and Brent. This involved taking on more complex cases within the Councils’ caseload, dealing with such projects as a 176 dwelling project with new school and a 17 storey hotel proposal. His input has assisted the Councils’ staff resources and made their approach to more complicated appeals more robust. Peter has thus extended his experience of pursuing good planning cases by working within a Council structure.
Peter has overseen a reversal of many schemes that had been previously refused and has created large pipelines of projects for property investment companies. His major aim is to achieve an enlightened architectural approach and a more design innovative format for residential and other schemes.
In 2006 he achieved Chartered Geographer status with the Royal Geographical Society. His work has continued to broaden, with new services in SUSTAINABLE DEVELOPMENT now being offered.
Between 2006 and 2011 he has been involved a wide range of projects, including large mlixed use, health and sports schemes. He became a Chartered Geographer in 2008 and joined the British Institute of Professional Photography in 2011.

Peter’s 24 years experience in planning practice is broad and comprehensive. He is focused on applying effective negotiation dynamics and methods to communicate schemes positively and assertively. Negotiations are progressed proactively, avoiding the responsive transaction that often occurs. He has turned many initially unsuccessful schemes into planning and value successes. He has also worked extensively with community groups and individuals objecting to planning proposals.
Peter is now working on making ENABLING PROJECTS into a planning led business that is sensitive to the issues of climate change, sustainable development and sustainable communities. These matters are going to be important new planning considerations for ALL schemes in coming years, so it is a vital part of our approach to develop high quality advice in these areas.
