SUSTAINABLE DEVELOPMENT: A DEFINITION

The SUSTAINABLE DEVELOPMENT concept is a vitally important issue now in the planning and development world. Everyone involved in planning and property should become aware of what it is and the implications for future business and projects – but if you need a briefing, here goes with an explanation!!!

First, a definition.

The London Sustainability Exchange use the definition of SUSTAINABLE DEVELOPMENT developed by Forum for the Future, their founding consortium partner, which is:

“A dynamic process which enables all people to realise their potential and improve their quality of life in ways which simultaneously protect and enhance the Earth's life support systems…”

But perhaps the one most commonly used definition is contained in the milestone document ‘Our Common Future’:

“Development which meets the needs of the present without compromising the ability of future generations to meet their own needs” – the Brundtland Report (Our Common Future).

SUSTAINABLE DEVELOPMENT is about meeting the needs of the present while safeguarding the interests of future generations. In order to achieve development and growth that is environmentally sustainable, we need to find ways to achieve our current economic, social and environmental objectives whilst at the same time considering the longer-term, global-wide implications. SUSTAINABLE DEVELOPMENT is a goal that we should all aim to achieve.

This aim is taken forward in PLANNING POLICY STATEMENT 1 – ‘DELIVERING SUSTAINABLE DEVELOPMENT’. This emphasises the Government’s 1999 strategy, which has four main objectives:  

  • Social progress which reinforces the needs of everyone

  • Effective protection of the environment

  • The prudent use of natural resources, and

  • The maintenance of high levels of economic growth and employment.

These aims need to be pursued in an integrated way…and they are discussed at length in PPS1.

The above mentioned definitions of SUSTAINABLE DEVELOPMENT are now developed in the UK’s Localism Agenda, which will radically reform the UK's planning system, and in Local Development Frameworks. The new framework, which will ultimtaley provide for a NATIONAL PLANNING FRAMEWORK amd NEIGHBOURHOOD PLANS, will support action at all levels.

The planning system’s role is to promote and facilitate sustainable and inclusive patterns of urban and rural development. The key principles of sustainable development have been included in the Government’s vision for SUSTAINABLE COMMUNITIES, (as set out Sustainable Communities – Building for the Future ).

SUSTAINABLE COMMUNITIES are places where people will want to live and work, now and in the future, in enjoyable, well functioned, high quality environments. A succesful SUSTAINABLE COMMUNITY must meet the diverse requirements and aspirations of its existing and future residents, be sensitive to the environment and to its long terms resources and contribute to a high quality of life. It must be safe, socially inclusive, thriving and flourishing, well served, planned and connected, built and run, well designed and offer equality of opportunity and good services for all. SUSTAINABLE COMMUNITIES should also:

  • Balance and integrate the social, economic and environmental components of their community

  • Meet the needs of existing and future generations
  • Respect the needs of other communities in the wider region or internationally to make their communities sustainable.

Such is the Government’s vision for what is a fast changing and threatened World environment...a SUSTAINABLE REVOLUTION for all…

The Government’s Sustainable Development Action Plan (March 2006) seeks to bring into action the plethora of policies and strategies on SUSTAINABLE DEVELOPMENT and SUSTAINABLE COMMUNITIES. The Action Plan sets out the progress that will be made over the next year, which will be monitored and reviewed on an ongoing basis.

Delivering SUSTAINABLE COMMUNITIES is seen as more specific than SUSTAINABLE DEVELOPMENT, it being a goal related to practical decision making at local level. It is through the delivery of sustainable communities that sustainable development will be achieved, not vice versa.

Five key drivers are considered important to achieving a SUSTAINABLE COMMUNITY:

  • High quality services

  • A good physical environment

  • A strong economic base

  • Strong leadership, and

  • Shared values.

It is the Government's aim to create communities that will, “stand the test of time, where people want to live and which will enable people to meet their aspirations and potential.” (PPS1, para 6).

This is a laudable aim, but there is a long and winding road to achieving it… On our part. ENABLING PROJECTS will do what it can in a professional and personal context to achieve a more SUSTAINABLE FUTURE….
