BE AWARE OF:	ENERGY, CO2 EMISSIONS AND PLANNING APPLICATIONS
We live in an ENERGY RICH society that depends to a very large extent on burning fossil fuels and electricity generation. In fact, our whole societal, economic and technological structure depends on high levels of energy use... including the writing of this article and viewing it along a complex, world-wide electronic communications network (more easily called the internet!!!). Our excessive energy use is close to creating an environmental catastrophe and it is this realisation that has initiated the SUSTAINABLE REVOLUTION and the SPATIAL PLANNING SYSTEM, with its multi-faceted, Earth resource led approach.
One facet of the new planning system is the step-change in the way in which energy use, generation and conservation are dealt with. Radical changes to these structures are now occurring, with the following trends being put into place: Most developments will have to have a sustainable audit of some form. This might involve an ECO-HOMES assessment for housing scheme or a BREEAM assessment for commercial projects. ENERGY ASSESSMENTS will also be required. This involves a look at energy conservation of the proposed building (e.g. insulation levels) and an assessment of fuel use and how this can be minimised - a SAP rating is one way of doing this. C02 emission assessments will also become a regular feature of many schemes. ON-SITE RENEWABLE ENERGY PROVISION is becoming a requirement of many schemes, with many Councils bringing in a standard planning condition that 10% of a project's energy must be delivered in this way. The former point is leading to the fast growth of MICRO-GENERATION, which involves small-scale generation generation/heating products such as mini-wind turbines, photo-voltaic panels and solar water heating on smaller projects. Projects will come forward that will involve a CARBON NIL or CARBON LOW approach. This involves an eclectic consideration of all the building and usage elements in a scheme, including sourcing materials from as local area as possible. We will see a fast expansion in design guidance and policy on SUSTAINABLE DESIGN & CONSTRUCTION. This will not only include matters like energy use and efficiency, built also water conservation, sustainable urban drainage and air tightness. In parallel with new planning policy and design guidance, ever more stringent BUILDING REGULATIONS will over time be enforced, with the current regulations just being a step towards the target of a 60% CO2 reduction aimed for by 2050. An even stronger emphasis on developing brownfield sites in urban locations, which must have a high a public transport accessibility index as possible.
